Rapporten är kommissionens viktigaste underlag till det årliga förfarandet för att beviljas ansvarsfrihet för budgeten. I rapporten beskriver kommissionen hur man ser till att sköta EU:s budget enligt de högsta standarderna för en sund ekonomisk förvaltning. Med sin rapport tar kommissionen ett övergripande politiskt ansvar för förvaltningen av EU:s budget. Det här är det sista steget i kommissionens årliga planerings- och rapporteringscykel. Den årliga förvaltnings- och resultatrapporten för EU:s budget ingår i kommissionens paket med integrerad finansiell rapportering och redovisningsrapportering som också innehåller konsoliderade redovisningar och andra rapporter. Paketet med redovisningar och rapporter är kommissionens viktigaste underlag för det årliga förfarandet för beviljande av ansvarsfrihet då Europaparlamentet och rådet ger sitt slutliga godkännande av hur budgeten har genomförts ett visst år.
