Opis Komisija svake godine objavljuje godišnje izvješće o upravljanju proračunom i njegovoj uspješnosti, s pregledom ostvarenih rezultata i objašnjenjem načina upravljanja proračunom i njegove zaštite. To izvješće je glavni doprinos Komisije godišnjem postupku davanja proračunske razrješnice. U njemu se navode koraci koje Komisija poduzima da bi se proračunom Unije upravljalo u skladu s najvišim standardima dobrog financijskog upravljanja. Donošenjem tog izvješća Komisija preuzima potpunu političku odgovornost za upravljanje proračunom Unije. To je zadnji korak u njezinu godišnjem ciklusu planiranja, programiranja i izvješćivanja. Godišnje izvješće o upravljanju proračunom Unije i njegovoj uspješnosti dio je Komisijina paketa integriranog financijskog izvješćivanja i izvješćivanja o odgovornosti, koji sadržava i druga izvješća, kao što je konsolidirana računovodstvena dokumentacija. Paket integriranog financijskog izvješćivanja i izvješćivanja o odgovornosti glavni je doprinos Komisije godišnjem postupku davanja razrješnice, u okviru kojega Europski parlament i Vijeće daju konačno odobrenje za izvršenje proračuna za određenu godinu.
